Pennsylvania imaging licensure bill moves to Rules

House Bill 2173 would establish licensure requirements for medical imaging professionals, radiation therapists, radiologist assistants, and trainees.

Pennsylvania House Bill 2173 advanced out of the House Professional Licensure Committee on June 3 with a 26-0 vote and was re-committed to the House Rules Committee.

The bill is titled the Medical Imaging and Radiation Therapy Health and Safety Act and was introduced on February 27, 2026.

HB 2173 would amend Pennsylvania’s Medical Practice Act of 1985 to provide for medical imaging professionals, radiation therapists, radiologist assistants, and trainees.

The legislation would also repeal existing provisions relating to radiologic procedures and education and training requirements.

A co-sponsorship memo from the bill’s sponsors said Pennsylvania does not require medical imaging professionals and radiation therapists to be licensed to use advanced medical imaging and therapy equipment.

The memo said the bill establishes scope of practice for each modality, sets licensure and renewal requirements, determines proper training, and supports standards for imaging and radiation therapy procedures.

Modalities covered by the proposal include radiography, nuclear medicine, diagnostic medical sonography, MRI, CT, and radiation therapy, according to the sponsors’ memo.

The bill also addresses radiologist assistants, a role the sponsors said has not been permitted to practice in Pennsylvania because credentialing is relatively recent.

Prime sponsors include Rep. Kyle Mullins, D-Lackawanna, and Rep. Bryan Cutler, R-Lancaster, according to the bill record.

The American Society of Radiologic Technologists said HB 2173 would create licensure requirements for all individuals who perform medical imaging and radiation therapy procedures in Pennsylvania.

ASRT practice standards state that medical imaging and radiation therapy professionals should be educationally prepared, clinically competent, and registered by certification agencies recognized by the society.
